The Safety Case Forum was conceived arising from extensive discussion within a joint government/SCIC MHI committee as a key initiative to enhance Industry relevant knowledge and capability to enable successful implementation of Singapore Safety Case regime.
The Safety Case Forum operates under sponsorship of MHI Strategic Committee which consists of senior leadership of MHD, MOM, NEA, SCDF and MHI’s.
The Safety Case Forum, facilitated by SCIC, is open to all MHI’s and provides a web-based forum for MHI’s practitioners to share experiences and practices during the preparation and implementation of Singapore Safety Case regime.

Enabling industry to deliver high quality and consistent Safety Cases that support Singapore’s journey to improve the Process Safety performance of the industry, and for Singapore’s Major Hazards Installations to be recognized globally as leading in Process Safety performance and thinking.

- Foster capability building through sharing practices and learnings in process safety and Safety Case implementation
- Promote collaborative activities to enhance capability building
- Act as a source for Safety Case regime enhancement ideas
- Stimulate deeper thinking for safety and approach to safety
- Encourage to look beyond immediate horizons for safety knowledge that prompts re-evaluation and improvement.

Under the Regulations, workplaces which carry out specific trade activities and possess dangerous substances at or above a specified threshold quantity will need to be registered as MHI prior to operation.
MHIs are required to prepare Safety Case reports to demonstrate the risk reduction measures in place are effective, reliable and the risks of major hazard accidents have been reduced to ALARP (As Low as Reasonably Practicable) to allow the installations to operate in a safe and sustainable manner.
The SCIC was involved since the onset of the implementation process phase together with the regulatory agencies and the joint collaborative journey on the implementation of the Safety Case Regime for Singapore is outlined in the timeline below:
